Under the direction of and reporting to Keewatin Tribal Council’s Youth Development Coordinator, the
Youth Justice Project Leader will use a collaborative and relationship-building approach to carry out
their responsibilities and achieve project deliverables.
PROJECT
KTC is initiating a two-year youth justice project to collaborate with its member Nations (the
Sovereign Yahthi Keewatin (SKY) Nations), local, regional and provincial organizations using a holistic
approach in its view of youth justice issues, resolutions and implementation. The project is a pilot
that will focus on the following key areas:
• Research/assessments/strategies:
o To address community capacity, community program evaluation and increase the inclusion and coordination of parents/family, cycle breakers (rehabilitated youth offenders) and community youth workers across the stages from offence to rehabilitation.
o To increase awareness of regional and local emerging youth justice issues including gangs and disengaging from gang involvement
• Development, refinement and connection to programs, services and activities that respond to the underlying issues including intergenerational and direct trauma, mental health, substance abuse and cultural disconnection.
• Establishment of trauma-informed programs that include cultural connections and address life skills for incarcerated offenders and offenders under community-based sentences.
• Creation of a multi-Nation resource team including RCMP working with or in communities and Thompson, SKY Nation safety officers, SKY Nation youth and social workers, community and elected leaders, KTC PMSS Program Lead.
ROLE AND RESPONSIBILITIES
The Youth Project Leader will plan for successful outcomes and strategies, organize its resource team and include partners with shared interested in project activities and outcomes. The Leader will be responsible for bringing all parties together to achieve project deliverables, communicate with Nation leadership and be integrated into KTC and its network. Working under the general direction of the Director of Health, the Resolution Health Support Worker (RHSW) provides services and support to Indian Residential School Claimants who are involved in the Independent Assessment Process (IAP).
The RHSW provides for the broad needs of a caseload of individuals through a process of direct contact, situational evaluations and needs assessments, and the formulation of remedial strategies to meet the overall constituent needs in an effective and respectful manner, and the objective monitoring of the overall effectiveness of these activities.

The Director of Asset Management oversees NCN’s long-term housing strategy, capital planning, and financial sustainability. The position ensures that all housing development, renovation, and infrastructure activities comply with NCN Finance Law, Finance Policy, and approval matrix, while supporting the implementation of the Housing Strategic Plan 2026-2031.
PURPOSE OF POSITION:

The Director of Property Management supervises Capital Planning Lead, Finance & Funding Officer, Data & Reporting Officer, and Housing Administrator. The Director of Asset Management oversees NCN’s long-term housing strategy, capital planning, and financial sustainability. Must develop and maintain a comprehensive accurate list of NCN Infrastructure and Infrastructure financing needs. The position ensures that all housing development, renovation, and infrastructure activities comply with NCN Finance Law, Finance Policy, and approval matrix, while supporting the implementation of the Housing Strategic Plan 2026-2031.
DUTIES AND RESPONSIBILITIES:
- Strategic and Capital Planning
- Develop and update NCN’s multi-year capital and housing plans in alignment with community priorities and available funding.
- Use operational data and feedback from Property Management to inform capital priorities, lifecycle forecasts, and long-term infrastructure planning.
- Lead feasible studies, land-use assessments, and infrastructure planning for Phases 2 and 3 of housing expansion.
- Oversee capital project procurement and project management processes consistent with NCN Finance Law and Finance Policy.
- Financial Management and Reporting
- Perform all housing programs and capital funding reconciliations, funding condition reports, and housing-specific funding audits.

- Coordinate with NCN Finance to ensure financial statement audit requirements and Treasury Board reporting are accurate and consistent.
- Develop detailed budgets, forecasts, and variance analyses for all capital and asset management activities.
- Monitor projects costs and ensure that expenditures comply with approved budgets and funding conditions.
- Manage applications to CMHC, ISC, FNFA, and other funders.

- Support completion and maintenance of the Housing Policy and Procedures Manual, particularly financial management and reporting sections.
- Maintain and update NCN’s housing asset database, including unit condition, lifecycle costs, and occupancy data.
- Provide quarterly updates to the Housing Board, Treasury Board, and Council on capital progress, financing, forecasts, and asset performance.

EDUCATION AND/OR EXPERIENCE:

SUMMARY
Nisichawayasihk Cree Nation (NCN) is seeking an Interim experienced Project Manager to support the planning, procurement, construction, and reporting of housing and capital projects within the Nation.
This is an exciting opportunity to make a meaningful impact by supporting housing development and delivering projects that contribute to the Nation's current and future housing needs.
NCN is open to receiving submissions from individuals, consultants, or firms interested in providing project management services on a contract basis.
DUTIES AND RESONSIBILITIES:
The Project Manager will provide leadership and coordination for housing and capital projects from planning through completion.
Responsibilities may include the following,
Project Planning & Coordination:
- Coordinate housing, infrastructure, and capital construction projects.
- Assist with project planning, scheduling, and implementation.
- Coordinate consultants, contractors, engineers, architects, and other project partners.
- Act as a liaison between NCN, contractors, consultants, funders, and stakeholders.
- Maintain project documentation and records.
Procurement & Contract Administration:
- Prepare, issue, and evaluate Requests for Proposals (RFPs), tenders, and other procurement documents.
- Coordinate contractor selection processes.
- Support contract administration and project execution.
- Ensure procurement activities comply with NCN policies and applicable funding requirements.
Construction Management:
- Monitor project schedules and milestones.
- Coordinate site activities and project meetings.
- Monitor contractor performance and project progress.
- Manage change orders and project risks.
- Assist in resolving project issues and construction challenges.
Funding Compliance & Reporting:
- Monitor compliance with funding agreements and project requirements.
- Coordinate required reporting to funders and project stakeholders.
- Support project budgets, cash flow monitoring, and expenditure tracking.
- Assist with project close-out documentation and reporting requirements.
Capital Housing Projects:
Projects may include:
- CMHC-funded housing projects
- Section 95 housing projects
- ISC-funded housing and infrastructure projects
- Major Housing renovations and capital upgrades
- Other projects assigned by NCN
On-Site Requirement:
This role requires regular on-site presence within Nisichawayasihk Cree Nation.
Applicants should be prepared to work directly with project teams, contractors, and community stakeholders to support successful project delivery.
EDUCATION AND/OR EXPERIENCE:
Preference will be given to candidates with experience in:
- Project management
- Construction management
- Housing development
- Capital project delivery
- Indigenous community projects
- Government-funded projects
- Procurement and contract administration
Relevant education, certifications, and professional designations will be considered assets
