The vote passed 7-2 for each resolution, with Councillors Matechuk and Wong voting against every time.

Councillor Matechuk spoke up against the waiving of fees for the Wildlife Association, as the fees are for two properties instead of one, which he said is a little much.

Councillor Wong spoke up in opposition, saying that the City shouldn’t be giving things away for free when we’re looking down the barrel of tough economic times.

He added that in the future he’d like to see the practice become the waiving of a percentage of the fee instead of the whole. Those thoughts were echoed later by Councillor Kolada.

Tips For Exercise During The Winter

Just because it’s cold outside doesn’t mean you have to stop exercising.

Bruce Krentz, from the Northern Health Region, joined Chris Walker on the 102.9 CHTM morning show this morning with some suggestions for outdoor winter apparel.

Krentz said that getting wet makes you cold a lot faster, so he suggested water proof (or resistant) clothing is recommended, especially in the cold. He added that dressing too warm is a mistake, as sweating could be an issue. He said that you should be dressing in layers so you can take them off as needed, and that if you start sweating, keeping sweating until you reach a place where you can be warm.

Krentz went on to talk about specific clothing that is suggested. He said that shoes and boots a half size too big would be a smart investment to make sure your extra large winter socks can fit. He added that reflective clothing is also a good idea, as the sun isn't out for long during the winter months.

Krentz added that there is no bad time to exercise, just bad clothes to be wearing.

City Council Approves 2018 Fee And Fine Schedule

Wong said he’d like to support the schedule, but couldn’t agree on the charges for a broken water meter.

He said that he doesn’t believe that a rate-payer would intentionally break the meter, and that there should be a discussion as to who would pay to replace a battery for a meter, since the actual meters are owned by the City.

He added that if they can determine that the meter was damaged intentionally, he’s in full support of charging the guilty party.

The vote was recorded, at the request of Councillor Wong, and was passed by a vote of seven-two, with Councillors Wong and Kolada voting in opposition.

MP Niki Ashton Releases Statement On Churchill

Even though local MP Niki Ashton is now the mother of twin boys, she is still fighting hard in the House of Commons to restore rail service to Churchill.

She opened by saying that the situation started in 1997 when the federal government sold the port and rail line to Omnitrax.

Ashton said that our region is consistently ignored by Ottawa, and that we have to fight for what other Canadians take for granted, such as healthcare and basic infrastructure.

She added that she has repeatedly called on the government for action, and even though they are starting that action now, it may be too little too late.

She ended her statement by saying that it’s time for the Federal Liberals to renationalize the port and rail line to get things back to normal for Churchill and everywhere along the line.

Council Passes Amendment To Organizational By-Law Despite Fierce Debate

As of Tuesday night, any City Councillor who wishes to serve on a board in their capacity as a Councillor must be approved by Council.

The by-law saw its second and third readings at the last regular meeting of council, and was welcomed by strong opposition from Councillors Wong, Matechuk and Kolada.

The debate started with Councillor Matechuk stating that the by-law didn’t go through the proper channels before it came to council, a claim that Councillor Kathy Valentino said holds no water.

Valentino said that the by-law was discussed at the finance and administration committee meeting, then the LIGA committee, and then at council; the exact process that has been followed every year. She said that most councillors were not present at the committee meetings where it was discussed. She added that all councillors are welcome to attend every Council committee meeting.

One of Councillor Wong’s arguments was that you didn’t have to go through the City to be a part of the Association of Manitoba Municipalities, and that the by-law goes against his Constitutional rights. Both arguments were quickly refuted by Mayor Dennis Fenske.

Fenske said that the Constitution has nothing to do with the by-law, and that you have to be an elected official to serve on AMM. He added that he believes Councillor Wong was trying to confuse the subject by bringing the Constitution into the discussion.

The final argument from Councillor Wong was in the form of a questions; if it's such a good idea, why is no one else (no other municipalities) talking about it?

Mayor Fenske responded quickly, saying that that is just his (Wong's) opinion, as he can't speak to what other municipal councils are discussion. Deputy Mayor Smook, who joined the meeting via telephone, added that she's spoken to other AMM members who say that their municipalities already have a similar by-law in place.

Councillor Matechuk brought forward a motion to table the third reading. The motion was defeated five-four.

Both the second and third readings passed 6-3. Mayor Fenske, Deputy Mayor Smook, Councillor Byer, Councillor Ellis, Councillor Valentino and Councillor Foley voted in favour, with Councillor Kolada, Councillor Matechuk and Councillor Wong voting in opposition.

The next regular meeting of City Council will take place on November 27th.

Thompson MLA Kelly Bindle made the announcement at the Boys and Girls club of Thompson yesterday morning that the Youth Build Program will be getting $200,000, while the club itself will get $12,000.

Bindle said that the money is in line with the Province's "Look North" initiative, in that it helps to engage youth in the community, through learning, to be involved in the local economy. He added that the government is committed to help youth in the north succeed.

Regina DaSilva-Gibbons, the executive director of the Boys and Girls Club in Thompson, said that the move by the government has left her at a loss for words. She said that while $200,000 is a lot of money, it's worth it for the youth whose lives are changed for the better.

Gibbons added that the club wouldn’t be able to do the work they do without the staff, who as she said, were tough enough to make sure the youth are ready for the real world, but soft enough that they’ll come to them with any questions.

The Youth Build program has 363 young people in the past 15 years.

Feds Moving From Words To Action With Omnitrax

The war of words between Denver-based Omnitrax and the federal government seems to be reaching the next level as Ottawa says they’re planning on following through with legal action.

The federal Liberals told Omnitrax back on October 13th to fix the rail line to Churchill in 30 days or else.

Now that the deadline is passed, Ottawa says they will make good on their threat of suing Omnitrax over breach of contract.

The federal government says that Omnitrax is in breach of a contract, signed in 2008 with the Federal and Provincial government.

Churchill Mayor Mike Spence said that they expect swift action from the Government, as gas prices in the northern community are over $2.00/L and the cost of living continues to rise.

A resident of Churchill says that two bags of groceries cost over $130.00.

The bill that was passed with regards to post-secondary tuition costs will raise tuition by 5% plus the rate of inflation annually.

This will increase the price of tuition by hundreds of dollars every year.

NDP leader Wab Kinew says that the current government is making education less affordable for families trying to make ends meet. He added that putting food on the table while paying tuition will become harder each and every year under Premier Pallisters government.

The legislature will resume with a new sitting on November 21st.
